Why is Game Creation not Considered an Art Form?

It's been quite a controversial discussion whether Game Creation is an art form or not, but I'm pretty sure the general consensus has been that it's not.

Personally, I don't see why it wouldn't be an art form. I see art as your own personal expression of ideas in your mind. Game Creation is just that, just a more advanced form of it (interactivity, rather than a still image, or an animation).

Is it just that it's new, and people are still against accepting it with conventional art forms that have been around for thousands of years? Or can someone actually give me a good reason why it wouldn't be art?
