Why is China a master of its domestic propaganda, yet so inept at dictating to

the world? China is unquestionably the world's censoring leader at telling 1.3 billion people how and what to think. As this BBC article indicates, why does it fail to make other countries censor as it wants?

Is it because it cannot control the world's media? Is this also why the Chinese Communist Party is so afraid of a free press and of Liu Xiaobo?
