Why is Cardinal Roger Mahony resigning?

I read that the Vatican requires bishops who turn 74 to resign, but the Pope never enforces this. In the case of Cardinal Mahony it is being enforced. He rules over 4 million Catholics in Los Angeles, so why is he leaving?
