Why is a democrats version of a debate just accusing the other party?

Obama declared: "If they want a debate about protecting the United States of America, that's a debate I'm ready to win because George Bush and John McCain have a lot to answer for."

Isnt a debate supposed to be on the issues and not about the person?
Well when I wanna see a political debate not two people dissing on each other. If I wanted that then I'd watch Jerry Springer.
