Why is a bilingual province/state good for business?

Why is a bilingual province/state good for business? How does it affect, positively or negatively the economy of a province/state.
This is primarily asked for the sake of Quebec, Canada (which only speaks French, there are laws there that require French to be spoken in the place of business). If it was bilingual, how would it affect Quebec?
