Why i need to appeal my financial aid again?

during my first year i slack off then get my financial aid suspended(i got 1.4 gpa), and this year at fall semester i wrote a petition, and get approve(i also pass all my classes with acceptable grade but i think i am still under 2.0gpa). at winter session i receive a letter say that my petition get denial and i need to go on level 2 appeal to assistant dean.

do u guy think is there a good chance that my financial aid appeal be accept?
