Rather than a racial matter, it's more of a lack of resources to develop into organized civilization. Places like Africa, Australian outback, and the like, are usually either comprised mostly of difficult-to-clear rainforest or parched-dry desert with few sources of water. More focus is placed on survival rather than means to make life easier. That's why one sees major civilizations pop up around rivers and sources of freshwater such as the Nile, the Tigris, the Euphrates, the coast of the Mediterranean, and the Yangtze.
However, there have been a number of African civilizations that have developed. The Moorish civilization, for example. Also the Songhai Empire, the Malinese Empire (Timbuktu), the Ethiopian, and most widely known, the kingdom of Kush, also known as Nubia.
And Egypt was certainly not Aryan. Aryan, by modern definition, is Caucasian, generally blue-eyed and blond-haired, with an emphasis on light skin. Egyptians, however, are darker skinned and have black hair. Paintings and murals found in Egypt have depicted Ancient Egyptians in such a manner. If anything, they're closer to the original intended definition of "Aryan", which refers peoples who lived in Iran, Afghanistan, and North India.
