Why hasn't Apple shipped my iPod touch?

On the 4th of September I purchased a 4th generation iPod touch and they have said they won't ship it until the 15th or something. It is a little hard to understand. Why is it taking so long and I was also wondering if anyone knew how much it costs to call that 133 MAC number from Australia. Also I am in Australia, but will Apple send me an American iPod touch? It is all too confusing. 10 Points best answer!! XD
