Religious and ethnic differences come to mind. Many Ethiopians are Christian, while virtually all Somalis are Muslim. There are many ethnically distinct groups among both groups and they've been fighting over the land and resources of this region for thousands of years. The Somalis may have at times tried to impose Islam on the Ethiopians.
