Why has piracy become so commonplace in Somalia?

Why have pirates been frequenting Somalia's docked ships and waters so much over the past year? What makes Somalia the ideal place to hijack a ship?

I'm doing a journal entry for my World Issues class and am wishing to incorporate this information into the perspective portion of the assignment.
