Why don't you have to be 21 to purchase food with alcohol in it at a restaurant?

I bought whiskey apple chicken at claim jumper the other night and i'm curious as to why i can purchase that, but not a glass of wine, etc. Is it just called "whiskey chicken" or is there really alcohol in it?
