why dont we use actived carbon in media of onsite sewage treatment system?

why don't we use activated carbon in media of on-site sewage treatment system? I try to find the answer but normally I found that sand usually use as material for bed media in on-site treatment though Activated Carbon is more efficient and cheaper than sand?? I will be very appreciate if someone can help me. Thanks
