Why don't we send robots to war instead of people?

Is it because we have not yet designed an intelligent enough machine to carry out such a job?

Is it because there is no substitute for human experience and knowledge in the field?

Is it because governments need a human face to war in order to have people care enough about it to support the cause?

Or??
