Why don't we get free oil from IRAQ ?

Shouldn't Iraq be providing the U.S free oil to off-set the billion of dollars a month that we spend in Iraq? We have gotten rid of Saddam,fought the insurgency & pumped Billions into rebuilding the country.I feel like we should be getting free or discounted oil,especially since fuel costs are so high.
 
I believe the idea is to get Iraq to the point of being able to support themselves. We don't get free stuff from Israel either
