Why don't some home gyms have weight on the way back? No reverse rep / eccentric phase?

I tried out several home gyms recently. They are all around $300-500. For some reason some of them don't have a reverse rep -- eccentric phase, whatever you want to call it. After the lift, it sort of shimmys back down without any weight. Meanwhile another brand was heavy on the way down.

A real gym at a fitness center feels heavy on the way down so I'm thinking that is the better machine.

Why, or how, does it happen that some home gyms weights are not heavy on the way down?
