well...servers get tips, so that's incentive to serve well. it could be viewed as a commission in a sense.

as for retail, there are small retail stores that work on commission, but gas stations usually have enough sales in the convenience end of it to not have to worry about sales. A friend of mine runs a gas station/convenience store/Subway restaurant and makes WAY more on the consumable products other than the gasoline.

To be completely honest, I wouldn't want a full commission pay rate at these types of businesses because there's days that are horribly slow as well as the days where you're swamped for your whole shift. If the commission was additional to the pay, I could understand, but I wouldn't want to base someone's pay wholly on the spending of customers because you'll always have uninterested people.
 
...businesses ever get paid on commission? They are almost always paid by the hour. If they were paid on commission they would have an incentive to sell more product. This incentive would likely cause the workers to provide better customer service and work harder which will end up helping the business overall. The business owner would have to pay their workers more on the busy days but they could adjust the wages so they end up making more profit overall then with fixed hourly wages/salaries. When people are paid at a fixed hourly wage/salary they earn the same amount whether the business is busy or slow. I understand that people can get raises by working hard but that's different because they are still getting paid at a fixed rate.
 
Servers do get paid on "commission" in restaurants. Their performance and sales will directly effect their tips.

As for the other businesses you listed, most of it has to do with the complication behind commission and the difficulty in implementing it into those settings. Most of the time, a customer comes into a gas station, small business, etc, with a product in mind they're set on buying.

It's also cheaper for a small business owner to just flat-rate the salaries and pay hourly.
