Why don't our laws work?

Lets also point out that we are not humanity itself.

civilized people may make up 99.9 percent of the human population but this is not to say that everything we do is human nature, tribal peoples etc.
Everyday the laws become more strict. But people still break them. If laws worked that means they'd work every time, so it would be safe to say our laws don't work. As in the case of murder.
 
Our laws don't work because man cannot obey the law. Man is in a fallen state, and we are incapable of total obedience to the law. Man could not even keep God's laws- which is what the Bible shows us, and why Jesus had to come. Man cannot be saved through law, because it is our nature to sin.
Laws are only made to keep some semblance of order in our society, or we would have absolute chaos. Most people are too afraid of punishment, and avoid breaking those that carry a fine or a jail sentence.
