Most smokers throw their butts out the window when finished with the cigarette. It's especially visible at night when they give off a bunch of sparks when hitting the pavement. Why don't cops pull these people over and give them a $500 littering ticket? It would be nice if they did, then it might encourage more smokers to quit. Most wouldn't like the idea of a fine of 3 months' worth of cigarettes.
It would be a great revenue-maker for the city. Probably worth hiring cops for the sole purpose of ticketing butt-throwers.
