Why don't aircraft manufacturers design planes to float?

if a plane has to crash in the water... at least make it so it can float for a couple of hours...

I'm sure there's ways to do this...

I mean it's possible to land safely as Sully Sullenberg showed us... if all pilots could do this and the plane could float safely after with watertight seals, then what's the problem?
