Why doesn't yearbook count as visual/performing art?

There's the A-G requirements that you have to have complete in order to enter any UC college. Why isn't yearbook one? And is there a petition online or something that is trying to make yearbook a visual/performing art?
Yearbook is designing the page, not just placing pictures into some box. We do actual work.
