Why doesn't windows picture and fax viewer or photo viewer show all pics?

My aunt is having problems getting the arrows on her picture and fax viewer to show and for the viewer to show all of the pictures in any folder, INSTEAD of her having to open and close each individual one.
I thought it was automatic when you buy the PC system, that it was a default setting to view ALL of the pics together in a folder.
How can she resolve this problem?
