Rather than have an "official" Twitter app, they refer to other third party apps. It seems like a simple feature to add. Why should I have to go to another app like Twitpic to link to a photo?... There also must be strategic value for Twitter to know how many photos they are posting.
Why doesn't Twitter create its own photo app?
