Why doesn't the U.S. government order the use of a diving bell to cap the oil spill?

Jacques Cousteau has one and I am sure the Coast Guard has some as well. With today's hi-tech do they have one with robotic arms to cap this leak? This oil is going to hurt the economy really bad.
Your thoughts please.
