Why doesn't the NFL factor in # of attempts in figuring team defense?

rather than say the team that gave up the fewest number of total yards from scrimmage in X number of games in the top defense in the league, why not go by avg. number of yards given up PER PLAY so as to factor in the number of chances the opposing offense has gotten against you. For example, a team defense may have given up few yards, but that is only because their offense is a running team that consume a lot of clock and they aren't on the field much. Or this can hold true if you break it down by run or pass defense. A team may appear to have good pass defense because they have given up few yards but that is only because opposing teams don't pass that often against them because they are a bad team overall and teams get a big lead on them early and spend the rest of the game running the ball trying to run out the clock out. It is the the equivalent of saying a team that has a W/L record of 25-55 is better than a team that is 12-0 because they have more wins. Don't you agree with me?
