Why doesn't the death penalty stop this?

Yet again, a large earthquake has destroyed many buildings and killed many tens of thousands in China. It is clear that shoddy construction is widespread in that country (and many countries), and the buildings collapsed because of it.

This is not the first time this has happened in China. The conditions and risks are known, and certain minimum building standards are required by the government.

Also, China is notorious for executing criminals, or even businessmen who cause the country to lose face. It is expected that the people who built these shoddy buildings will be found and executed.

My question to you: Why doesn't the threat, no, EXPECTATION of execution halt the faulty construction methods? If you know the risks are that an earthquake will strike during the lifetime of your building and you know that building collapse will expose any shoddy methods or shortcuts, and you know that upon exposure you will be executed, why would you not follow the government rules?
