Why doesnt my Radiator fan come on on my 94 honda civic.?

I have checked the fan itself by connecting it directly to the battery so I know it works. I have also changed the cooling fan fuse and relay. I changed the coolant temp sensor, and tested the fan switch with a continouity tester by heating it to above 185 degrees and it worked fine. The Temp gauge in the dash goes up and down at random. I also used a very accurate thermostat and put it into a screw hole in the engine right next to the cooling fan switch. I then let the car run until the thermostat read 195 degrees. at this point the fan still didnt come on. does anybody know what else I should look at?
