Why doesn't my picture focus well when I have the flash off on my digital camera

(Samsung SL620)? I know the basics about how to use auto focus but when the flash is off the quality of the photo I take is crummy compared to when the flash is on and sometimes even the camera says I shouldn't take the picture because it is not focused. I do not like having the auto flash on because in my experience it always uses a flash even with adequate indoor lighting and then the person looks washed out with the person looking really bright and the background too dark, yet the image is very clear. What is hapening?
 
A flash emits a burst of light that is very fast. When it's on that effectively becomes your shutter speed (some flashes are 1/4000ths of a second) so anything lit by that brief flash is frozen. When it is off any motion during the window of time the shutter is open will be recorded as blur.
