why doesnt my bluetooth optical mouse scroll work?

I have a GE 98763 wireless optical mouse. my scroll button on my optical mouse doesn't work properly. it works well with Firefox and IE but if i am using just regular explorer (like my music or my pics) it doesn't allow me to scroll down. its like it moves down and immediately jumps right back to the top. i also have problems clicking on drop down menus...help
