Why doesn't Government give the 3 trillion dollars to all 303,824,640 American citizens?

If this were to happen then all of the American citizens would get $ 10,000 from the government...wouldn't that stimulate the economy !??!?!?!?!??!?! instead we give to the very same people who got us in this mess!!!?!???
