Why doesn't Dodgy Dave do something about these gambling tv programmes on in the early hours of the morning?

My friend had to borrow ?100 from me today after she spent all her money gambling on these tv shows.I told her to go to bed before she watches them but she's addicted and now her kids can't eat or even heat their home.
Surely in Cameron's Big Society of fiscal austerity programmes like these send out the wrong message.
Look I'm not saying it's wrong but at times such as these people should be more prudent and be trying to make their income stretch more and work more to enable them to contribute to the general economy instead of throwing money away on gambling and other irresponsible frivolous things.
I mean to say,"What sort of a person can sit up into the wee hours and play roulette and also have to get up to take their children to school 3 hours later with no lunch box,it's just not on!"
It's obviously immoral and unethical to have scantily clad young women enticing those with no money never mind reason to spend their last penny on a rigged game.
I have told my friend that she needs help and she asked me to look after the children tonight so she can go out and earn some money as a sex worker.She feels that this may be the answer to her short term problems and she also offered to give me sex to reduce the debt she owes me.
Is this now how the unemployed and disabled spend their nights sat around a tv screen wagering state benefits to pull themselves out of a hole?
At least back in the 80's and 90's the channels offered a more entertaining schedule but now all we see is this rapacious disregard to our weaker members of society.
Should Dodgy Dave put his foot down and stop it or should he tax the bastards!
