Why doesn't CSS work when I try to incorporate it into my html website?

I tried to make a yellow background and purple letters, but it didn't do anything. I did the editing on notepad. I also have a flash game on my website, which maybe could interfere with the CSS. I'm pretty much a beginner at this stuff btw,

I don't have CSS in it right now.
 
maybe you just forgot to link the css file.
if not,
check you code.
And if that still doesn't work check it again.
