Why doesn't Apple just include bluetooth in the iPhone already?

It's not like it will cost them much, and the hardware is already there, sitting unused. They would even get more people to get the iPhone, as many people are stopped by the lack of bluetooth.

Apple doesn't even have to do anything aside from updating their EULA, which makes it illegal for someone to create a bluetooth app that can send and receive files with non-apple phones

I have seen several apps on the app store that send and receive files between iPhones and iTouches, but not with other phones, because the EULA does not allow it.

The author even openly admits it. And says that, when apple allows it, they will add the ability to send and receive files with non-apple phones

Why doesnt apple just cut the crap and allow this? I don't understend
