Why does Windows Live Messenger charge for mobile messages in the UK?

I have a friend from the UK who wants to send me an im to my mobile phone (I have it set up for MSN mobile messaging), but he's telling me it says he has to buy "mobile messages" before he can send me any messages. It doesn't cost us in Canada & US to send mobile messages... so why does it cost him? Is there any way around this?
