Why does water amplify in my PCR using a specific primer?

I have been doing PCRs using different primers and came upon this one primer that whenever I use it, the amplification is crazy. Water amplifies, and there is non specific amplification and it does not look like just primer dimer. The forward and reverse primers have up to 5 bases complementary where they could bind but I don't know if that would be a reason. Any ideas why this happens? I am pretty sure there is no contamination on my part as I have used the same reagents with different primer and gotten normal results
