Why does tuition rise every year?

I am shocked to be paying nearly $20,000 a year for a public undergrad education. But tuition rises every f+++ing year and there seems to be no justification for it, no correlations whatsoever with inflation. So why the increase? Why is this happening across the entire country? Why aren't there mass riots like in Europe?

My state college has a 3 billion dollar endowment...why don't they use that money to pay for whatever they need instead of increasing tuition?

Another case, Harvard University has a nearly 30 billion dollar endowment. With their current tuition rates, they could provide free education for all 20,000 students for nearly 30 years, but instead they are raising tuitions?

I heard that the rise in tuition fees is connected with the availability of student loans, is this correct?

Any insight would be nice.
