Why does the world have a water shortage?

This question many sound naive, but please don't judge. God made enough water on this earth for all living things. Two thirds of the earth is made up of water. So why is everyone moaning about a water shortage? They say they water is contaminated by excretement and pollutants, but the dinosaurs excreted too, as well and every other animal on this planet, so why now is it so filthy? The lakes are drying up, but where is the water going? Evaporation picks the water up and drops in back on the earth right? So why is water disappearing? Is there some sort of water conspiracy? Why do continents like Africa have no water, but their animals have enough to survive? I don't get it.
 
great points! i believe we have a water shortage because of the combination of both air and water pollution, which is not being sucked up by the trees and with an increased level of CO2 emissions, this in impeding the water cycle. Therefore, the oceans are now being added as the sinks of CO2. With increased levels of temps in the atmosphere, it is impeding the moisture levels in the atmosphere because the process of evaporation is being disturbed.
