Why does the web page I'm trying to view show up as a long string of text?

I think it's HTML? It show up as a big mess of text instead of loading the page I want to see. If I reload the page 3-5 times it usually will appear like normal. The problem is that it usually happens on eBay and whenever the Confirm Order page order pages does it and I have to reload it, I will have to order the item multiple times and it's a huge hassle to sort out.

I can email a screen shot if need be, just post your email.
