why does the US government deficit has provided financial markets with risk free...

...investment opportunity? if the government know there status as deficit, then why should they invite investor with free risk opportunity in the financial markets?

in addition, for the past 18month the market has been non-performing, such as bad-debts etc. . .?? IS THERE ANY REASON FOR THE BAS PERFORMANCE??
