Why does the turn signal fuse on my 1973 Dodge Dart keep blowing?

I have replaced the flasher and the voltage regulator and the problem persists. If I replace the fuse, it blows as soon as the ignition is powered on, even if the signals aren't on.
Help!
I'm not sure where the ground is for the turn signals/reverse lights fuse is.
 
It sounds like you have a dead short in the wires. Hard to trace down look for rubbed wires or burned spots where the wires run under the car, check every place that they touch metal.
As a last resort you can get a circuit breaker then have a friend power on the system and look for the puff of smoke ( this can be dangerous ) but have a fire extinguisher handy in case of fire .
