Why does the RIAA certify albums as Multi-Platinum instead of Diamond Certified?

I read in an article after Michael Jackson passed away and read that his album Thriller was certified 29x platinum. I was wondering why the RIAA certifies albums as multi-platinum instead of giving an album selling more than 10 or 15 or even 20+ million albums a Diamond Certification?
