Why does the heat and air only blow out floor vents 96 dodge ram 1500 4x2?

For several years while traveling with air on in summer, air would stop blowing out upper vents when put under a load. When I let off the accelerator and then pushed down on the accelerator again it would start blowing out upper vents I had it set on again.
