Why does the device matter so much for audio quality? Will Apple do something?

I've gone through many reviews. I have found that Apple ipods and touches have VERY POOR sound quality as many have noted.

The bit-rate can help make a device sound better, but when it comes down to it, its the device that matters as to how good it will sound.

So when will Apple start making a product that has good sound quality - as good as the ZUNE HD?
