Why does the constitution exist if, when it comes to the crunch it doesnt dictate policy?

Why are people's camps being raided when their first admendment right is freedom of assembly? I dont want a smartass comment I want an actual reason.

What makes an assembly unlawful and does the constitution not seem to disallow the government from making any assembly unlawful?
