is it because...
1) it's built on top of a swamp
2) it's so flat, there's no mountain, or even hills, water has no where to drain
3) bad civil planning

i remember one travel to near Katy - or somewhere northwest on I-10 several years ago and the service road/feeder lanes were so flooded. I would think that area is a relatively new with new developments.
It would seem like they anticipated a population growing especially with several lanes of highway built.
is it politics? the politicians do not advocate or want to spend money on those infrastructure that nobody can see...?
