why does the bike shiver when i shake handlebar little?

what bike?????? not psychic..

if its a race replica...(read "SPORTS BIKE") then the steering is set up to be as nimble as possible without causing head shake..The engineers sometimes get this wrong.. & the result is a bike that will shake its head at the thought of a quick left // right turn of the bars..
Suzuki had to recall one of there bikes that developed head shake for no reason.. They fitted steering dampers to all of them.( a lot of the new sports bikes have dampers as standard fittings)

that's not to say that cruisers don't also have a habit of getting loose at the front..I had a Suzuki 650 Savage that would shake if you took your hands of the bars when slowing down..(no probs at all as long as you kept one hand on them)

So the answer is NO.. the bike doesn't need some repair work.. but you should check the fork oil levels/ seals. & the head stem bearings just to be sure??
 
Because they are mechanically linked by the forks,how else are you going steer it if there is no connection.Now if the shake/ shiver is a unwanted one a steering damper is used to remove or control the feedback from the forks to the handlebars but still allowing movement for steering/counter steering.Incorrect tyre pressures,worn wheel bearings,fork seals(loss of oil / air pressure)head race bearings can all be a factor in excessive shaking but without seeing the bike in person a suggestion may be bad information,best get a mechanic to give it a check out..
