Why does the 4X4 on my 2004 Ford F150 only works on LOW but not high?

It seems that my 2004 Ford F150 4X4 only works on LOW but not on HIGH.
Whenever I turn the 4X4 on LOW I hear a clicking noise engaging and it works fine.
This problem only started this winter, as last winter I was able to get both LOW and HIGH gear to work properly.
But when I try to do this on HIGH I hear nothing and it appears to not be working at all.
 
Have the transfer case checked... its not going into gear for some reason.... may just need a routine service and fluid change.
