Why does social science have different terms for gender and sex?

Sex – Determined by Physical Anatomy, Biological Description
Gender – Determined by Social, Cultural Affiliation, Learned Behaviours
–characteristics that a society or culture delineates as masculine or feminine.

(In my sociology,psychology and anthropology books sex and gender have different meanings.)

are gender differences really innate?learned?or both??

why do some people identify as the "GENDER" opposite their "SEX"?....like transsexual people.and why is it hard for people who are transsexual to identify as the "GENDER" of their "SEX"? why are transsexual people labeled as having GENDER IDENTITY DISORDER?

if gender is learned and not innate......
why couldn't David Reimer(the boy who was raised as girl)...identify as one even though he was raised as one?
