Why does Pakistan produce great pace bowlers when India can't?

There has been quite a few world-class fast bowlers from Pakistan. Wasim, Imran, Waquar, Akthar etc.. But I do not see India produce good fast bowlers like this..

Do Pakistan have some system to filter good bowlers from schools and academies?

Why India do not attempt to do this?
