why does my mac when I restart it go to the apple logo, stop, and then flash back

and forth rapidly between a? why does my mac when I restart it go to the apple logo, stop, and then flash back and forth rapidly between the apple logo and a circle with a / through it. then after flashing for about 30 seconds it stops at the circle with the slash??????????? PLEASE HELP!!!!!!
