why does my hub in my bmx bike keep getting lose?

ok si i have a freewheel hub and it keeps getting lose
im tightening the bolt on the inside but if i tighten it to tight itll smash the bearings and if i do it to lose it loosens up
it has like 2 bolts to keep it from getting loose but it still gets loose and its pissing me off real bad now
what can i do to keep it from getting loose?
